“We have now registered all contractors in Kenya. This move gives us the opportunity to regulate the sector in a structured manner with premium placed on safety of buildings,” Mr Manduku said on Wednesday adding that NCA had accredited over 150,000 construction workers and site supervisors.
NCA, which had initially targeted to register 7,000 contractors countrywide, is in the process of creating a database of skilled construction workers – in a bid to make it easier for builders to find proficient workmen.
The Authority has registered 111 contractors in the NCA 1 category – those allowed to undertake works of unlimited value – more than half of whom are Kenyans.
“About 50 percent of the NCA 1 contractors are Kenyans. We need to increase this number so that many more Kenyan contractors can access bigger projects,” Mr Manduku said.
There are 52 foreign contractors in the NCA 1 category, including several Chinese firms such as China Overseas Engineering, China Zhongxing Construction, China Wu Yi and China Railway Engineering.
Local contractors are required to pay registration fees of between Sh10,000 and Sh50,000 depending on their category, while annual practice licence renewal costs between Sh5,000 and Sh10,000.
On the other hand, foreign contractors pay a registration fee of Sh100,000 and are restricted to categories of tenders they win.
Foreign contractors applying for temporary registration are required to commit to sub-contract “not less than 30 per cent of the value” to local contractors.
Under the law, at least one director or partner of a company applying for registration must hold technical qualifications, skills and experience.
Individuals found undertaking construction works without a valid registration certificate will pay a fine of Sh1 million, a three-year jail term or both.
